Cosmetic product registration in Dubai Municipality (DM) is mandatory procedure in Dubai prior to import and market a cosmetic and personal care product in UAE market. This procedure enables the authority to assess the efficacy and safety of cosmetic product. A company that wants to import a cosmetic product must be registered their products in Dubai Municipality Cosmetic registration portal.

Steps Involved in Cosmetic Product Registration

Obtain a Commercial License in the UAE

The initial requirement for product registration is to obtain commercial trade license with relevant business activity. License could be either from Free Zone or from Main Land.

Register your company with DM Portal

File application for cosmetic product registration

Create application with mandatory documents and necessary product information.

Submit the application and make payment for DM review

Pay the fee for registration.

DM Review and Assessment

Authority review and product assessment feedback, based on feedback application will be approved, Incompleted (for lab test if any) or rejected.

Registration Approval Marketing Authorization

Approval for Marketing Authorization will be given once the product is registered and the validity will be 5 years from the date of registration.

Cosmetic Product Registration Cost

The fee for cosmetic product registration cost is 230 AED (Government fee). It may vary based on product category and lab test if any, DM advises after review.
